Any day now, Wedding Officiants in Hawaii will see a steep increase in Marriage Performer License fees – with licensing costs rising to $100 per year for a standard license or $25 per sixty day period for a short-term license, for all religious, civil, and judicial officiants.
This fee increase will affect all AMM Ministers who wish to perform marriage in the state. Effective this month, AMM Ministers can expect to pay $100 per year for their Hawaii Marriage Performer’s license. This license is required to officiate weddings on any island in the state.
Previously, religious and judicial officiants were not required to pay a licensing fee to solemnize marriages, although they were required to pay a small registration fee (of $10). Civil officiants, however, have been required to pay $100 per year to officiate weddings since the passage of Act 211 in 2021.

This fee increase is intended to "assure equity" among all marriage performers, regardless of their status as religious, civil, or judicial, legislators say (SB1370).
State legislators also hope that the fee increase will enhance general revenue from weddings performed in the state, just as the civil license fee has done. An estimated 22,000 marriage ceremonies take place in Hawaii each year, of which two-thirds are for out-of-state or international couples.
At the time of writing, Hawaii’s online Marriage Performer License Registration portal hasn’t been updated with the new fee information. Officiants who wish to renew their license at the previous rate are encouraged to do so quickly – the new fee is technically already in effect, and the site will be updated very soon.
